CEPROCUL-SELAVIP 2019:

“HOME AT LAST”

The Right to Housing & Sanitation is a Fundamental Human Right

After Bamenda 3 in 2017 and Bamenda 2 in 2018, the CEPROCUL motorcade rides over to Yaounde 6 in 2019 with her humanitarian shelter and sanitation project. We set out in this“Home at Last!” rights-awareness crusade to upgrade the insalubrious conditions of city dwellers through local building materials. It is a solution-provider to selected vulnerable households in Yaounde 6 who have, for a long time, longed for a house or a block of toilet.

In cognizance with the Sphere Protection Principles, the Minimum Standards in Shelter/ Resettlement and WASH, the project is intended to raise awareness in the community, among authorities and decision-makers on the rights to housing, safety and dignity of vulnerable citizenry. It is intended to provide durable solutions to the housing and sanitation shortfalls, the non-respect of the rights, dignity and safety, the poverty-related and psychological worries, the joblessness, the delinquency and lack of vocational training opportunities among these communities.

With the support of SELAVIP, local authorities and other partners (including MIPROMALO, MINAS, MINJEC, MINHDU, NCHRF, MINAT, MINEPDED, and CENCOM2000), 55 shortlisted vulnerable urban dwellers of the Biyem-Assi, Mvog-Betsi, Busquiterie, AkohNdoe, Mewoulou, Etoug-Ebe and Symbok-Mendongneigbourhoods of Yaounde 6 Sub Division shall, at last, see their lifetime housing and sanitation aspirations attained. We strategize to attain this through pilot constructions which shall minimize the housing difficulties and provide cost-effective technics in building using local materials. The toilets constructed shall reduce the spread of diseases and build the people’s self-reliance, resilience and their disaster risk reduction (DRR) potentials; the vocational training workshop shall provide improved building technics and training for a number of builders. The constructed units shall guarantee their dignity, psychological health, economic progress and community growth. The 30 new dwellings shall be mainly in BTC compressed earth bricks, of a parlour and 2 or 3 bedrooms depending on the beneficiary’s choice, household size, available land and his/ her material contribution to the project. The 25 blocks of toilets shall be constructed mainly in cement blocks, of 2 toilets and a bath. A vulnerability and capacity assessment survey has been undertaken in the area to ensure that we “support those who have a right to assistance in a non-discriminatory manner and who need it most” (Sphere Project, 2011, p.248).The pictures attached show parts of the city and some beneficiary families prior to project kick-off.
